With the current class of guided-missile submarines or SSGNs being retired in the next few years, the Navy has a big problem in trying to fill that gap. With issues converting existing Virginia-class submarines to take their spot, the Navy is left scrambling to replace these boats in an operating environment where it is not advisable to do so.
