What if the Jedi executed Order 65 instead!

What if, instead of Supreme Chancellor Palpatine executing Order 66, triggering the annihilation of the Jedi Order, the Jedi instead executed Order 65, declaring the Chancellor an enemy of the Republic? What would have happened, and how would things have changed for the galaxy?
