In Soviet Union, toilet paper was a huge problem. People used newspapers and propaganda flyers instead of TP because they were everywhere. Toilet paper became the symbol of inefficiency of USSR. It was pretty easy to produce, but Soviets still struggled to make even such a simple thing. To this day, some Russian people still use newspapers since the toilet paper culture was damaged by Soviet corruption.
