So here's the thing. Its better to put the cooler on and ssd on BEFORE you put the mobo in the case. It helps since if you have like a cooler that needs a bracket in the back then youll be able to do it easily before putting it in. But if you put the mobo in first, then you gotta go through the hastle of taking it out, putting it on, then putting the mobo back in the case. same with the ssd. it justs helps putting everything that goes on the mobo (i.e. cpu, ram, cooler, ssd) before putting it in the mobo. now ofc u did put the cpu and ram in before putting the mobo in the case, which is good. im just advising to put in the ssd and cooler on before u put the mobo in since itll be much easier to install before putting it in then compared to putting it in while its in the case. The reason for the stutter is that you didn't put the ram in the right spot. It's supposed to be in the same color spot.

Uhm, being a 30year + server veteran I almost died when you said Xeon 3core at the beginning. Dude that s a 12 core 24thread monster, clock speeds suck a bit, but boosts quite nicely. Good luck young man, I like seeing people enthusiastic about tech.

I would reccomend getting an optiplex and adding a good GPU its really the best you can do
ive bought this exact pc, part for part, except i got an nvme ssd instead, and i can confirm this is a very good budget pc. easy to set up, and even if you never made a pc before it shouldnt be hard with a pc biulding tutorial. 10/10 biuld

that thermal paste is like a perfect amount. also you should have done the cpu cooler whilst it was on the box
