Easiest way to avoid this (or any ) services scam: If someone alleges you need to deal with a thing with X company / organization / government agency, go to said company / organization / government agency's official website, and contact the listed customer service number/email/etc. if it's true, they'll tell you when you call back. If it's false, you just saved yourself a ton of money.
I got the scam pretty early on accusing me of owing taxes... to the IRS. As I'm Canadian and have never been to the states (the closest I've ever been is Niagara Falls followed by the sidewalk in front of my local US consulate), I rolled my eyes and blocked the number.
As a Canadian... after checking the blocked stuff my phone auto-blocks for me... yep there it is. Huh.

Protip: The best way to detect a scam call from the Government of Canada is to request service en français. I'm unsure how many of the call centre agents would be fluent in French.
As a Canadian who once did their taxes wrong (I misinterpreted something and received a rebate I didn’t actually qualify for), the CRA emailed me (the email just said to visit the CRA website and login to see the notice). I forgot about it for a month or so, then remembered to check when I got a second email. Everything was nicely explained in the Notification Centre: I owed about $400, plus some fees for being a few months late. So yeah… the CRA doesn’t send emails or calls demanding money or threatening you—for the most part they’re understanding and nice about things.
As a canadian I've also found these scams often screw up referring to your "Social Security Number". In Canada we have Social Insurance Numbers. The real CRA wouldn't mess that up lol
I always tell them there must be some mistake, I'm in the country illegally and don't file any taxes or have a social insurance number
Canadian grocery stores also have signs on the gift card section warning customers they may be part of a scam, and provides contacts for local police. Sad that it’s necessary.
You know it's a scam when they don't even verify your identity before making their demands and threats
The best way to tell that if it is a scam call is to call back the "CRA". If someone actually picks up the phone its a scam
I just ask who their favorite YouTube scambaiter is. Usually they hang up right there, but one bright young man said, "Jim Browning," and continued to try to scam me.
They called me on Canadian Thanksgiving, a day where no one at the CRA is at work. But I also get a refund every year and if they gave me too much I would receive an email saying I have CRA mail and log in to my account to find out why. If it's not on your account, it's not true, period.

This is sadly true. I have multiple text messages from now blocked numbers from the "CRA" saying that there's a warrant out for my arrest. And if you do answer the call, it's ALWAYS someone with an Indian accent. The scam culture has gotten so bad that basically everyone I know will immediately hang up on an unknown number that has an Indian accent.

As a Canadian I just ask for service in French if they’re the real CRA they’ll offer the service. If they’re a scam they just hang up.
I once got a call that I had won 8 million, but I needed to send them $1000. When I told them to take it out of my winnings, they hung up.
