If he was human, I'd say no. But keep in mind it's not only him that was like that, it's his entire species. They all were indoctrinated into this way of thinking and acting, and it's been like that for a very, VERY long time. So the fact that he was raised to be a soldier that looked down on other species as inferior and more than likely if there was any Viltrumites that thought otherwise was executed, you can see that he's a victim too. Now that doesn't excuse what he's done, but it does make sense why he did those things and now that he's had a normal life, he's seen the error of not only himself, but all remaining Viltrumites. With enough time and effort to right his wrongs, I think he shouldn't be completely forgiven for his crimes, but they shouldn't be held against him forever.
