I just did a similar thing with an AMD Radeon R5, it’s an… experience lol. Just putting around with an old optiplex 9010, I was able to liquid cool it with some sketchy mods, load it with 32 gigs of ddr3, put the R5 in it, and it actually does everything but game quite pleasantly haha. More than likely a driver issue, uninstall the old drivers and install new drivers for your gpu, without the drivers the OS can't communicate with your gpu, unlike some Linux distributions, windows uses a generic display driver that lets it communicate with really any display output device, or gpu, though u r gonna be limited on what it can do, though some Linux distributions kinda have the same thing, I thought mint would have it but if your running a minimalistic version it would explain your issue

Try if you are in windows control, windows key, shift, b in that order it resets the graphics

Remove the GPU, download and install its drivers, then reconnect the GPU and it should work!
