It's weird that Dabi thought enough of her to offer her a kind of encouragement, and burnt the house to lessen the burden of her past on her. He must have considered her as a friend, to do all that for her, because he honestly didn't need to. For someone who 'doesn't care anymore' like him, that's almost a verbal admission that he really cares and just wants her to find some kind of happiness, even if it's down the darker path. For a guy who acts aloof and dismissive, that was actually kinda thoughtful.
