I think having her at the low end of the High Commanders is a safe bet. She has a busted fruit and it's implied that even Haki can't counter it. Physically she is very impressive, even if I downscale her Film Stampede moment against Bullet, which is obviously movie gas and not cannon. She also comes from an island where they literally teach Haki from birth. At least one of her sisters showed an advanced form of Haki against Luffy, so I have no doubt that she at least has some type of advanced Haki. She also has Conquerors, which is always a bonus. I have her at the edge of my top 30 for now.

Boa is actually one of the fastest characters in the verse, she COMPLETELY blitzed Koby, the same Koby who was keeping up with King of Hell Zoro in Film RED and Oda has explicitly stated that strength portrayal in Film RED is canon.

People keep downplaying her because of how they think her df works. It has shown time and time ago that you don't need any form of emotionfor her df to works. Also hancock devil fruit's petrification is permanent and unchangeable unless she does it. Majority of the community just wants to see her haki lvl and she's instantly top 5. Yes her df also can affect Luffy as well. Only the love-love beam has shown requirements of emotions but I beg to differ because it has petrified sea prism stone handcuffs.

The old Empress of Amazon Lily was on the Rock’s crew, so I feel like there’s a solid chance that Boa is way stronger then people give her credit. The same way Ace was alot stronger then people give him credit for because all the fighting we saw him do was against his worst matchups like Blackbeard and Akainu. We need to remember that Teech’s devil is easily the most broken in the series and even HE acknowledged how dangerous Boa was. Boa cooked Sentomaru and Smoker like they were nothing. I think the tier system of strength rating is terrible cause we all can see that some warlords (Mihawk), some admirals (Akainu), Yonkos (Whitebeard, Shanks) are way stronger then the others in their group. I think Boa probably closer to the likes of Yamato and Big Mom. Hard to say since we have no idea where her durability lies, and if she can even use Advanced Conquers, but her Devil fruit, shown fighting ability, and perceived strength by others puts her tours being a top tier.

It's canon that Boa is second strongest (ex warlord) right below Mihawk and Mihawk is known to be around Shanks level so that means Boa is actually close to be yonko level. It also means that the likes of Kuma and Doflamingo in their strongest form is weaker than Boa, just think about that for a second. Boa also have all three types of haki and probably advanced haki at that! All Kuja pirates have strong haki and learn it since birth. Boa is said to be especially advanced compared to her fellow Kuja members. Well the thing is that Boa just haven't gotten enough screen time witch allowe her to show off her full powers and it is known that she is always holding back and we see her simp over Luffy far more than we see her fight. Because of that, people tend to forget that she is one of the strongests and assume she is not top tier fighter. Boa could fight Luffy! Just because Luffy grew much stronger in post time skip does not mean Boa became weaker. Boa was able to do things pre timeskip that Luffy can only now. The strengh Kobi is at now, yeah even the time in the manga him shown to be actually way stronger than we thought Boa is above that! Boa can fight Luffy as she have always been high level, maybe not gear 5 Luffy but she would be strong enough to take him on if wanted to. This makes Boa the second strongest female character in One Piece we know of so far. NO Yamato is not stronger than Boa! Yamato is probably top 5 but Boa is top 3 or 2 and Big Mom is the strongest or 2d strongest. Uta is also canon character so maybe Uta will be the strongest here with her broken DF. If Imu is a female then Imu is the strongest but Imu might be a male character too so I will not count Imu as a women until the gender is revealed. I honestly think Boa is around yonko level! Anyone who is close to Mihawk in strengh can be said to be around yonko level! I don't think the gap is very big. Luffy is yonko level and Boa should be able to fight him. Characters like Kobi, Blackbeard, Sen Goku, Gloriosa and also herself have said she is a strong women and not to be messed with. Blackbeard pulled a fast one on her, attacking her with his gravity power to cancel her powers out when she's distracted on Kobi mid air. Blackbeard had to do a dirty sneak attack on her as he did not want to fight her head on and admitted that he would lose if fought her fairly. Kobi had no chance agiainst her either as shown. He had a vice admiral and two pacifista seraphim with him to take on Boa and he could not react fast enough to her attack. Kobi even if had gotten much stronger is still not at Boas level! He is impressive with his observation haki and could forsee her attack but not fast enough to avoide it, if he can't avoide the attack then seeing into the future didn't help. Boa would have one shotted him with that kick if it had landed. A part of Boa's strengh was shown in the film red and Stampede and it is actually said to be canon from Oda, yeah yeah not the movie itself is canon, the events is not canon but the strengh depicted there is canon. Therefore she really is underrestimated and slept on! Boa's role is that of a supportive one so people don't really pay attention to detail. Boas personality also say that she not really the type that likes fighting much she is just really strong anyway.

With devil fruit, she is really strong. Without it, the Tobi Roppo easily destroy her she's the character most cared by her devil fruit in the series.

If I had to guess, she's the third strongest "female" character, right behind Yamato and Big Mom. Sentomaru did say he got stronger over the timeskip, so..... yeah. That and the Seraphims are extremely strong. They haven't been damaged whatsoever by Luffy, Zoro, Lucci, or Kaku.

Well i do think Boa is at least Tobiroppo level (if we think that the war lords are equal to their seraphim variants), but if you don’t think that the warlords and the seraphim are equal, we could stretch somethings, So in the One piece stampede, It shows boa kicking bullet in his giant mech form or something and that form was fully infused with haki, And bullets haki can clash with Luffy’s haki, so Boa Haki = Bullet Haki = Luffy Haki, but in that same fight, it shows gear 4 Luffy trying to attack Bullet but he got pushed away, But when Boa attack him, he couldn’t react at all, So if you wanna really stretch it, Boa Speed >= Luffy’s speed, (and i think that stampede takes place after episode 895) meaning, That form of luffy takes place after whole cake, Gear 4 luffy > Katakuri, So if you wanna stretch it, Boa > Katakuri, And……. If you say the movie is not canon, well, Oda helped make and produce it, that means Od intended Boa to be that strong

She petrified half of BB commanders along with a vice admiral all at the same time. The thing that makes her op is that she low diffs anyone affected by her charms ( a pretty fucking long list if you ask me! ) on top off having fighting prowess that is at least commander level and above as BB would go as far as sacrificing half his crew rather than give her any leeway.

Honestly if you want my opinion she'll finish top 40 around the 39-30 squad at the end of the story.Solid , considering her status.She has served her purpose and it doesn't seem like Oda wants to go any further with her character in terms of development.
