Most people who have that stance on description and world-building seem to misunderstand what it really is and confuse it with purple prose. I'd say good description (and world-building) drives the plot forward, like any other part of writing. It's there because it's necessary and informs on the character or world, either directly affecting the plot or making sense of it. When it doesn't and just reads like a textbook description of a thing is when we get into trouble😅
