Yes but without ootentiallethal force how can the sanctions be enforced? The shadow fleet ships can just ignore this ship; has this ship the power and authority to board suspect ships and ascertain that they are carrying sanctioned cargo?

I wonder if the international law of sea gives jurisdiction over unsafe shadow fleet container with oil and gas. If disasters occur, who is responsible? In fact the shore-countries have to clean up the mess? How are the shadow fleet ships insured? It seems that now everybody can do whatever they want on open sea?
