You nailed the whole point of her not having a character trait/personality that we can cling on too. Compare her to her fellow 4 Horsewomen and your point is as clear as day. The lack of comeuppance is also another good point! The day we don’t hear her says “my father/Queen/whoo” in any of her promos, I’ll consider that a victory.
To add to the lack of character, Charlotte is also derivative of her Father Rick Flair too. Her gimmicks and presentation are all taken from him. From the robes, chops, "WOOO's", the entrance music, etc.
The thing with Charlotte is during her absence the business has passed her by, We've gained - Stephanie Vaquer - Giulia - Jordynn Grace - Tiffany Stratton - Jade Cargill - Roxanne Perez And not to mention the talent already there and some changing to better themselves (Naomi, Liv) If she retired she wouldn't be missed
The hot potato angle of 2016-2017 was all done just for Charlotte Flair to get quickly towards to #16.
When there's no struggle or story people will not resonate emotionally of course we will praise her achievements and athleticism but it is hard to emotionally connect with someone who just wins everything, she's a Mary Sue of WWE
I will say I'm in the "storytelling > wrestling" camp, but not in the way that some people put it. Rather, "storytelling" is the full package, and "wrestling" is the action portion of that story, because... well, that's what it is. Wrestling is theater. You can have the best storyline built around a match, but if the match falls short, then you ruin the ending; if you have a terrible story, then a fantastic match to end it can at least provide something worthwhile. After all, the ending is the most important part of any story. But you're not going to have a truly all-time classic feud without the story and matches mutually benefitting each other.
They're actually starting a possible intriguing storyline right now with Alexa and Charlotte outside the title scene. The main crux of the story so far is that Alexa wanted to reach out to Charlotte and become close again like they were back in the day only for Charlotte to blow her off time and time again. In the following weeks, Bliss has beaten Charlotte in multiple qualifying matches for big events like Money in the Bank and Queen of the Ring, basically humbling Charlotte. I don't know where the story is going to go from here but I'm actually somewhat interested so far.
Great work, Tempest. For the sake of balance, let me point out that on one occasion, Charlotte showed some real class and loyalty to Rhea Ripley. At the 2021 Money in the Bank, Rhea and Charlotte are about to square off, and the crowd can be heard chanting Becky's name. Charlotte defiantly raises the middle finger. Flair later explained that this was because she felt the audience was disrespecting Rhea. And she was right. Cheering for a babyface who isn't in the match does nothing for the babyface in the ring who's trying to get over. It diminishes her pretty badly in fact. The blushing smile on Rhea's face tells you how much that gesture meant to her. Flair stood up for Rhea, and she took the heat for it afterwards. For all her faults, I'll always remember that one moment of grace and dignity.

Could you imagine if we lived in a world where Charlotte wasn't actually good at wrestling, but we still got the exact same decade-long mega push she has had? Thank goodness she is actually great in the ring at least.
The problem, for me, is the summer when Becky had to beat every woman on the Smackdown roster to earn a title shot at Carmella at SummerSlam that year. Charlotte came back from injury, and Vince immediately inserted Charlotte into the match making it a 3-way dance. Then, he booked Charlotte to win the title. Then, he tried to book Becky as a heel, attacking Charlote after the match. But the fans had enough, and rebelled against the booking, cheering Becky for doing so. Becky had become everybody's favorite during her trek through the struggle to get to SummerSlam.
