The best is subjective, but Old Hunters win for me every single time. Maybe because I am not that big fan of Dark Souls games, but still. The lore, bosses, weapons, level design, atmosphere, and music ... and its importance to the main story ... it is Old Hunters. Shadow of the Erdtree is great DLC, the bosses are amazing, weapons too, the level design is incredible ... but the lore feels somehow disconnected from the main storyline and it even contradicts it, making it very hard to understand and pinpoint in timeline. So ... Old Hunters = subjectively the BEST.

Ok, I love Artorias, he's in my top 3 fights but I gotta say Artorias of the abyss being 89 and Old hunters being 87 is really unfair to bloodborne, classic metacritic
